In recognition of his growing role in project delivery and his contributions to MRA’s site and land development work, Carlo E. Pardo, P.E., has been promoted to Associate in the firm’s Raleigh, North Carolina office.

Carlo serves as a Site and Civil Project Manager, supporting residential and commercial development projects from early planning through construction completion. His experience includes concept development, preparation of construction documents and specifications, permitting coordination, cost estimating, and construction phase services. He works closely with clients and project teams to maintain schedule, address design challenges, and support efficient execution across all phases of development. His work also includes engineering, site planning, and project management support for residential communities, multifamily developments, and commercial projects throughout North Carolina, including Chatham, Cumberland, Franklin, Harnett, Hoke, Johnston, Lee, Mecklenburg, Moore, and Wake Counties, as well as surrounding municipalities, giving him a strong understanding of local regulatory requirements and development processes.

Carlo holds both a Bachelor of Engineering and a Master of Engineering in Civil Engineering from Stevens Institute of Technology and is a licensed Professional Engineer in North Carolina.

Prior to joining MRA, Carlo developed a strong foundation in site and civil engineering through work on a wide range of land development projects, where he was responsible for site layout, utility coordination, permitting support, value engineering, and project budgeting. He also gained early career experience in structural and infrastructure design, including bridge analysis, retaining wall design, and aviation-related site improvements, contributing to a well-rounded engineering perspective that supports multidisciplinary coordination.

At MRA, Carlo continues to expand his role in project management while contributing to team development and internal training efforts. His ability to navigate design, permitting, and client coordination supports consistent project delivery for private development clients throughout North Carolina and the surrounding region.
