MRA is pleased to welcome Darl O. Kolar, P.E., BCEE, MBA as an Associate in our Georgetown, Delaware location. Darl brings nearly 30 years of civil and environmental engineering experience to our team and will support our work with clients across the Delmarva region.

Darl is a licensed Professional Engineer in Delaware, Maryland, and Virginia, and is a Board Certified Environmental Engineer. He holds a Bachelor of Science in Civil Engineering from the University of Maryland at College Park and a Master of Business Administration with a project management emphasis from Loyola University. His professional involvement includes leadership roles with the American Society of Civil Engineers Maryland Eastern Shore Branch, participation in the County Engineers Association of Maryland, and service as a Board Member of the Delaware Resource Conservation and Development Council.

Before joining MRA, Darl supported a wide range of public infrastructure and environmental programs throughout Maryland and Delaware. His experience includes municipal site civil design, water and wastewater design, stormwater management, erosion and sediment control, solid waste management, landfill design, groundwater and landfill gas monitoring, and construction administration and inspection services. He has also contributed to neighborhood drainage upgrades, stream restoration assessments, and stormwater program development for the Town of Berlin, Maryland. In addition, he has reviewed and supported civil site design for residential and mixed-use projects in Ocean City and provided engineering evaluations for industrial and commercial facilities in Delaware. These projects reflect his ability to guide complex designs through regulatory review while supporting effective coordination among owners, agencies, and design teams.

At MRA, Darl works with our Georgetown team contributing his experience in site and utility design, environmental engineering, construction phase coordination, and regulatory collaboration. His background with long-standing regional programs adds valuable insight for private development projects and municipal assignments across the Delmarva area.
